Job Description

Purpose of Position:

Benefits manager is responsible for direction and management of employee benefits in all company operations. As needed, this position provides special guidance and assistance to all locations on various employee benefit plans. Benefits manager surveys industry and/or community to determine company's competitive position in employee benefits. This position develops, recommends and implements approved, new or modified plans and employee benefits policies and supervises administration of existing plans. This position develops cost control procedures to assure maximum coverage at the least possible cost to company and employee.

Essential Job Functions:

Management of Employee Benefits Department, to include benefit plan design and management of self-insured health benefit and fully insured programs, which include: Medical/prescription, dental and vision plans, Life, AD&D, LTD, and STD plans, Wellness Programs (screenings, incentives, education)

Voluntary group programs: LTC, Life and Disability, Various

Ensure proper implementation and compliance of benefit programs for ten plus union contracts

Evaluate and compare existing company benefits with those of other employers by analyzing other plans, using surveys and other sources of information to benchmark plans. Plan, develop and/or participate in area and industry surveys. Analyze results of surveys and develop specific recommendations for review by management to maintain company’s competitive position in labor market

Development of cost management and cost-sharing strategies, service provider RFP/negotiation and oversight including broker/consultant and medical claims TPA, and contract review and maintenance

Compliance with all state and federal regulations and all associated IRS filings (ACA, 5500, etc.) and

ennsure Company compliance with Affordable Healthcare Act

Development of employee communication strategy and design (from design stage to print) for various benefits programs.

Financial analysis of cost trends and plan design strategy, responsible for annual company benefit budget/forecast, responsible for annual SSGA cost center budget development and maintenance, and provide data/information for annual audits as needed.

Staff management

Provide recommendations and support for labor contract negotiations

Work with Benefit Enrollment Company to implement approved new plans or changes to existing plans by preparing announcement materials, plan summary documents and other media for communicating plans to employees. Oversee enrollment (one-on-one, call center, online) meetings. Answer questions & provide information to employees making benefits decisions.

Prepare and execute, with legal consultation, benefits documentation, such as original and amended plan texts, benefit agreements and insurance policies. Instruct insurance carriers, trustees and other administrative agencies outside the company to effect changes in benefits program. Ensure prompt and accurate compliance.

Management of Shareholder benefits.

Qualifications

Requirements:

Bachelor’s Degree in Business Administration or related field, strongly preferred.

Five-ten years progressive benefits design and administration background for a diverse population

Strong working knowledge of Group Medical, Prescription, Dental, Vision, FSA, HSA, Life, AD&D, Long Term Care, Short and Long term disability, Wellness, Personal Lines program

Benefits related certifications or designation a plus (e.g. CEBS)

Extensive supervisory experience

Strong communication skills (verbal and written)
